করোনা ভাইরাসের ছোবলে পুরো ইতালি স্থবির হয়ে পড়েছে। শহরগুলো পরিণত হয়েছে ভুতুড়ে নগরীতে। পুরো দেশ যেন এক আতংকের নগরী। সোমবার রাতে আকষ্মিকভাবে পুরো দেশ রেডজোনের আওতাভুক্ত ঘোষণা করায় গৃহবন্দী হয়ে পড়েছে দেশটির সাড়ে ৬ কোটিও বেশি মানুষ। আগামী ৩ এপ্রিল পর্যন্ত শিক্ষা প্রতিষ্ঠান, মিউজিয়াম, থিয়েটার, সিনেমা, স্টেডিয়াম, কনসার্টসহ জনসমাগমের স্থানসমূহ বন্ধ ঘোষণা করা হয়েছে। রোমের বাংলাদেশ দূতাবাসও মঙ্গলবার থেকে পরবর্তী ঘোষণা না দেয়া পর্যন্ত বন্ধ করে দেয়া হয়েছে। আন্তর্জাতিক রুটের ২টি বাদে অন্যান্য সব ফ্লাইট এবং ইউরোপের জনপ্রিয় অভ্যন্তরীণ বিমান- রাইন এয়ার এর সব ফ্লাইট বন্ধ ঘোষণা করা হয়েছে।

এদিকে সরকারি ঘোষণার পরপরই সকাল থেকে সুপার মার্কেটগুলোতে দেখা গেছে মানুষের লম্বা লাইন ও প্রচন্ড ভিড়। ট্যুরিস্ট এলাকাগুলো একেবারে ফাঁকা। হোটেল, রেস্টুরেন্টসহ সকল ব্যবসায় ধ্বস নেমেছে। অসংখ্য প্রবাসী বাংলাদেশী বেকার হয়ে পড়েছে। মঙ্গলবার সকাল ৬টা থেকে সন্ধ্যা ৬টা পর্যন্ত রেস্টুরেন্ট, আলিমেন্টারি খোলা রাখা যাবে তবে প্রায় সকলেই বন্ধ করে দিচ্ছে।

সর্বশেষ খবর অনুযায়ী, ইতালিতে সোমবার রেকর্ড সংখক মানুষ ১৭৯৭ জন আক্রান্ত হয়েছে এবং মারা গেছে ৯৭ জন। যা পুরো বিশ্বের মধ্যে সর্বোচ্চ। রবিবারও ঠিক একদিনেই সর্বোচ্চ সংখক নতুনকরে আক্রান্ত হয়েছে- ১৪৫৭ জন এবং মারা গেছে ১৩৬ জন। আর এ পর্যন্ত সবমিলিয়ে আক্রান্তের সংখ্যা ৯১৭২ জন এবং মারা গেছে ৪৬৩ জন। এর আগে শনিবার ইতালি সরকার রেডজোনের আওতাভুক্ত উত্তরাঞ্চলের মিলানসহ ১৪টি শহরের এক কোটি ৬০ লাখ মানুষকে অবরুদ্ধ রাখার সিদ্ধান্ত ঘোষণা করে। এরপরও নতুন রোগী আক্রান্তের সংখ্যা রাড়তে থাকায় সোমবার রাত ১০টায় (বাংলাদেশ সময় রাত ৩টা) আকষ্মিকভাবে প্রধানমন্ত্রী জোসেপ্পে কন্তমে এক সংবাদ সম্মেলনে পুরো ইতালিকে রেডজোনের আওতাভুক্ত ঘোষণা করে। এরপরই বিভিন্ন শহরে সরকারি বাহিনি মাইকিং করে মানুষকে প্রয়োজন ছাড়া ঘর থেকে বের না হওয়া ঘোষণা দিতে দেখা গেছে।

এদিকে, রাতে প্রধানমন্ত্রীর ঘোষণার পরপরই আতংক ছড়িয়ে পড়ে পুরো ইতালিতে। বিশেষকরে নিত্যপ্রয়োজনীয় জিনিসপত্রের জন্য হাহাকার শুরু হয়েছে সর্বত্র। সুপারশপগুলোতে মানুষের লম্বা লাইন ও প্রচণ্ড ভিড় দেখা গেছে। বাজার যেকোনো সময় বন্ধ করে দেয়া হবে এমন অশংকায় যে যেভাবে পারছে ক্রয় করছে। সুপারশপে বাজার নিতে আসা প্রবাসী বাংলাদেশী উম্মে সালমা এ প্রতিবেদককে জানান, দীর্ঘ ১২ বছরের প্রবাস জীবনে এমন অস্থির অবস্থা দেখিনি। যুদ্ধের চেয়েও ভয়াবহ পরিস্থিতি মনে হচ্ছে।

আরেক প্রবাসী ইমরান মাতবর বলেন, ঘর থেকে বের হওয়াও এখন জীবনের জন্য বড় ঝুঁকি। উদ্বেগ ও আতংক বিরাজ করছে সর্বত্র। অন্যদিকে দেশের আত্মীয়-স্বজনরা দুশ্চিন্তায় রয়েছেন।

শহরগুলোর সবখানেই আইনশৃঙ্খলা বাহিনীর উপস্থিতি বাড়ানো হয়েছে। অধিকাংশ অফিস বন্ধ হয়ে যাচ্ছে। আদালতের কার্যক্রম ৩১ মে পর্যন্ত স্থগিত ঘোষণা করা হয়েছে। সরকারের পক্ষ থেকে বলা হচ্ছে, পরিস্থিতির উন্নতির জন্য আগামী ৩ এপ্রিল পর্যন্ত সাময়িকভাবে সকলপর্যায়ের কার্যক্রম সীমিত করা হয়েছে। যাতে নতুন করে করোনায় আক্রান্তের সংখ্যা উদ্বেগজনকহারে বৃদ্ধি না পায়।

বর্তমানে ইতালি থেকে এ্যামিরেটস ও কাতার এয়ার ওয়েজের একটি করে ফ্লাইট চালু রয়েছে। অন্য সব ফ্লাইট ইতোমধ্যে বাতিল করেছে। নতুনকরে মঙ্গলবার ইউরোপের অভ্যন্তরীন বিমান রাইন এয়ার এর সব ফ্লাইট ইতালি থেকে যাত্রি পরিবহন এবং প্রবেশ বন্ধ ঘোষণা দিয়েছে। রোমের বাংলাদেশ দূতাবাসও মঙ্গলবার থেকে সকল কার্যক্রম বন্ধ রাখার সিদ্ধান্ত জানিয়ে বলেছে, পরবর্তী নির্দেশ দেয়া না পর্যন্ত সব কার্যক্রম স্থগিত থাকবে।

Italy’s government early Sunday took the extraordinary step of locking down much of the country’s north, restricting the movement for about a quarter of the population (16 million) in regions that serve as the country’s economic engine.
The move represents the most sweeping effort outside China to stop the spread of the coronavirus, and is tantamount to sacrificing the Italian economy in the short term to save it from the ravages of the virus in the long term. By taking such tough measures, Italy, which is suffering the worst outbreak in Europe, sent a signal that restrictive clampdowns at odds with some of the core values of western democracies may be necessary to contain and defeat the virus.
“We are facing an emergency,” Prime Minister Giuseppe Conte said in announcing the government decree in a news conference after 2 am. “A national emergency.”
He called the measures “very rigorous” but necessary to contain the contagion and ease the burden on Italy’s strained healthcare system. He said there would now be an “obligation” to avoid any movement “in and out of the territory, and also within” the locked-down areas. Any such travel will require special permission for health or work reasons. “This is the moment of self-responsibility,” he said. Questions immediately emerged about exactly how the new rules would be enforced, especially as local leaders in the north complained that they had been given little notice or say in the decision-making.
More generally, the wobbly Italian government, which has had difficulty passing basic laws, was attempting a crackdown of historic scope in a continent fiercely protective of its personal liberties and in a country with a tendency to interpret laws as suggestions or hurdles to circumvent.
The coronavirus has already inflicted serious damage in Italy, one of the continent’s most fragile economies. It has led to the closing of all of the country’s schools and, by Saturday, it had infected the leader of one of the two parties in the governing coalition.
The measures will turn stretches of Italy’s wealthy north, including the economic and cultural capital of Milan and landmark tourist destinations such as Venice, into quarantined enclaves. Conte did not say how long the restrictions would last but an earlier draft weighed by the government on Saturday night said the decree would be in force until at least April 3.
The travel bans will prevent the free movement of roughly 16 million people.
